Carrie B. Shields holds a B.A. in Psychology from the University of North Carolina at Wilmington. She is a dynamic and highly accomplished public servant and economic development leader with over two decades of experience in strategic planning, business development, government relations, and community engagement.
She currently serves as Deputy County Manager for Duplin County, North Carolina, where she oversees strategic initiatives, department leadership, and intergovernmental collaboration to enhance county services and community well-being.
Carrie has held key roles across the public and private sectors, including Executive Director of the Duplin County Economic Development Commission and Market Manager for Curtis Media Group. Her work has consistently focused on fostering economic growth, attracting and retaining industry, and building strong partnerships with municipal leaders, educational institutions, and state-level agencies.
In addition to her professional accomplishments, Carrie is active in regional and state organizations, including North Carolinas Southeast, the North Carolina Economic Development Association, and serves on the Duplin County Economic Development Commission Board.
