Project Scope

  • UNCW requires Freshmen and Sophomore students to live on campus. With steadily increasing enrollment, additional residence hall capacity is needed. As a third phase in its Housing Village, a new residence hall is anticipated with approximately 550 beds and related support spaces.
  • The building site is where an obsolete residence hall was recently demolished.
  • Project budget is $71,002,458
  • The anticipated construction delivery method is Construction Manager at Risk.

Submission Requirements

Response should be electronically submitted in PDF format, a maximum of 25 letter-size pages excluding the cover page, letter of interest, table of contents, and SF-330 form. Maximum file size is 10MB. Submit one (1) combined PDF file via email to jordank@uncw.edu by the deadline listed below. It is the submitting firm’s responsibility to ensure the document has been received by the due date and time. Include the following information:

  • Title page showing UNCW Housing Village Phase III, firm name, date of submission
  • Brief letter of interest/cover letter
  • Specialized or appropriate expertise in the type of project
  • Past performance on similar projects
  • Adequate staff and proposed design or consultant team and their relevant project experience
  • North Carolina firm license status
  • Current workload and state projects awarded
  • Proposed design approach for the project
  • Recent experience with project costs and schedules
  • Construction administration capabilities
  • Proximity to and familiarity with the area where project is located
  • Record of successfully completed projects without major legal or technical problems
  • Other factors that may be appropriate for the project
  • Minority business participation plan (including design and construction efforts)
  • SF-330 for Architect-Engineering qualifications

Question and Answers

The following is a list of questions and responses from the Housing Village Phase III RFQ.

  1. Who did Phase 1 and 2 and what was included in those phases?
    Answers to this question were included in the pre-submission meeting presentation and available on the UNCW ACS website.

  2. Could you confirm the bed count of 550? I’d previously read an estimate of around 380 beds.
    We estimate the bed count at 550.

  3. Do you anticipate the project budget/cost to increase? Meaning is the $71,002,458 budget what UNCW has authorized at this time?
    At this point we do not anticipate the project budget/cost to increase.

  4. Does UNCW have a room type or style in mind for this project (traditional doubleoccupancy, suite style, etc.)?
    We are assuming mostly doubles with a small number of singles.

  5. Does the University have any sustainability or wellness goals for the building? Will that be considered in the advanced planning stage?
    The university has a sustainability goal matching LEED Silver, however LEED certification is not required. Student wellness is always a goal.

  6. Do you anticipate there being a dining component as a part of the planning project?
    Currently, we do not anticipate a major dining component. A C-store may be a possibility depending on what the Advanced Planning phase produces.

  7. Would a Design Architect + local Architect of Record structure be competitive for this RFQ?
    Yes. Collaborative teams are acceptable. The architect of record firm would need to be  professionally licensed in NC and involved in the construction administration phase.

  8. Regarding programming & advanced planning for the Housing Village Phase III; is there going to be a parking component? We understand there is also a new proposed Parking Deck III but do not know if it is in the vicinity of Village Phase III.
    There may be a small number of parking spaces for service vehicles and deliveries on the project site, but not a significant parking lot. The Parking Deck III is planned for a different area of campus.

Project Scope

  • McNeill Hall is a three-story building built in 2010 with an area of approximately 73,000 SF., It houses the College of Health and Human Services which includes the School of Nursing, School of Social Work, and the School of Health and Applied Human Services. A renovation of portions of the existing building, along with an addition to the building is anticipated to accommodate academic needs and the growth of the Nursing, Masters of Physician Assistant, and the Doctor of Physical Therapy programs.
  • The building will be occupied during construction and a phased approach will be necessary.
  • The total project budget is approximately $14,000,000.
  • The anticipated construction delivery method is Construction Manager at Risk.

Question and Answers 

The following is a list of questions and responses from the UNCW McNeill Hall Renovations RFQ.

  1. What is the intention of the renovation in terms of space?
    The primary need is for more simulation lab spaces for Nursing, PA, and PT. There will be associated storage and possibly a few offices. No general classrooms are anticipated.

  2. Interviews?
    We intend to have in-person interviews on December 9 or 10. We can coordinate virtual participation if needed.

  3. Will civil engineering be needed?
    That will depend on the scope of work associated with the "bump out" portion of the building which will be determined with Advanced Planning.

  4. Is the ~$40 million the total project cost (including soft costs)?
    Yes

  5. Is there an approximate square footage estimate for the space needs?
    We're looking to Advanced Planning to determine this. The needs will likely need to be prioritized with the user group in this phase.

  6. Are there specific project-related grant requirements?
    That is not known yet. The University will follow up and share that information with the selected design team.

  7. Confirm there are existing building drawings that will be provided for review.
    There are existing original drawings in PDF form that will be shared with the selected design team.

  8. Is a Cost Estimator anticipated to be a part of the design team?
    Historically teams have included cost estimators. An estimate of construction costs is required by SCO for the Advanced Planning submittal.

  9. Is Audio-Visual/Low Voltage design anticipated to be provided by the design team?
    The University has A/V standards and typically ins.

  10. Are existing FF&E survey/inventory services to be provided by the design team?
    There is a possibility that this will be needed, but we do not know at this time.
