UNCW Police Earns Second CALEA Accreditation

The University of North Carolina Wilmington Police Department has earned its second accreditation from the Commission on Accreditation for Law Enforcement Agencies, a distinction considered the gold standard in policing.

The recognition places UNCW Police among the most respected law enforcement organizations in the United States and abroad. According to CALEA’s annual report, only 1,311 agencies are enrolled out of more than 117,000 nationwide.

“This achievement reflects the successful outcome of years of dedication, focus and effort,” said UNCW PD Chief Frank Brinkley.

CALEA standards evolve based on new laws, technology and best practice procedures, requiring ongoing adaptation and accountability. Brinkley, who has led the department since March 2023, called the renewal “a true team effort.”

“This external validation underscores our commitment to excellence and accountability in serving our campus and community,” he said.

The department’s mission, “Serve with excellence, protect with care, and connect with community,” drives UNCW’s investment in officer development. Nearly half of the sworn officers and 100% of the leadership team hold an advanced certificate through the North Carolina Department of Justice.

“We embrace advanced training as a strategy for better service and stronger engagement,” said Brinkley. “Our commitment ensures that our officers are not only well-prepared but also deeply connected to the mission of serving, protecting, and building community.”

Recruitment, retention, and crisis response also remain priorities for the department. UNCW PD has lowered its vacancy rate to its best level in four years by focusing on career development, family support and a positive internal culture. The department is also nearing 100% training in Crisis Intervention Team certification and the Question Persuade Refer program, which prepare officers to respond to individuals in crisis.

“This second CALEA accreditation confirms our department’s dedication to accountability, professionalism, and continuous improvement,” he said. “It represents who we are and how we serve this campus.”
