Dr. Spackman called the meeting to order at 2:00 pm.

The minutes of the September 23 meeting were approved as posted on the Web.

As part of the UNC Tomorrow Phase II planning process, UNCW conducted a comprehensive and broadly participatory review of its mission statement. The Planning Council approved the following mission revision as a recommendation to Chancellor DePaolo. Approvals will be required by the Chancellor, the UNCW Board of Trustees, and the UNC Board of Governors.

The University of North Carolina Wilmington, the state's coastal university, is dedicated to learning through the integration of teaching and mentoring with research and service. Our powerful academic experience stimulates creative inquiry, critical thinking, thoughtful expression and responsible citizenship in an array of high-quality programs at the baccalaureate and master's levels, and in selected doctoral programs responsive to state and regional needs. Substantial research activity, combined with our hallmark teaching excellence and moderate size, advances distinctive student involvement in faculty scholarship. We are committed to diversity and inclusion, affordable access, global perspectives, and enriching the quality of life through scholarly community engagement in such areas as health, education, the economy, the environment, marine and coastal issues, and the arts.

The Planning Council discussed the wording of Progress Measures #1 and #10. In their current form, both refer to intermediate targets dates that have occurred in the past. It was suggested that as we revise target dates for progress measures that we do so in five year increments, and that we set targets now for 2013. It was also suggested that we might revise Progress Measure #10 to include a second metric in addition to the alumni giving rate; for example, striving to raise the average alumni gift amount to the top quintile among our peers. Because new data is expected to be available by the November 4 meeting, it was decided to reconsider wording revisions for these progress measures at that time.

Ms. Ward reported that in addition to a $900,000 permanent reduction and a 2% cash reversion in state appropriated funds over the past several months, there could be another reversion of up to an additional 4% in the coming months. Chancellor DePaolo has put together a senior advisory group to develop UNCW's strategies should additional budget cuts become necessary. The following principles will guide those strategies: to avoid layoffs and mid-year price increases and to protect student financial aid and the classroom.
