Provost Barlow called the meeting to order at 2:00 pm.

The minutes of the October 20 meeting were approved as posted on the Web.

Provost Barlow summarized point-by-point the draft "UNC 5-Year Strategic Action Plan" distributed to members electronically prior to the meeting. This plan will replace the previous Board of Governors' biennial "Long Range Plan." The timeline calls for circulation to the campuses by mid-December for review and additional input, followed by incorporation of responses from campuses in time to present the draft plan at the January 8 Board of Governors meeting. Discussion elicited two main concerns. First, the draft plan includes almost nothing in the area of academics (faculty, student learning, academic programs, etc.). Second, the extremely short time alloted for review by campuses--over the holidays--appears impractical. Provost Barlow asked individuals to send her their concerns by email in advance of the upcoming CAO meeting, at which these issues will be discussed. It was suggested, with wide agreement, that we take the same approach in our response to this plan as we did with UNC Tomorrow--integrate what we already do and plan to do with the UNC Strategic Action Plan.

Dr. Spackman gave a brief overview of the concept of institutional effectiveness (IE), and associated regional accreditation requirements. A first task is to create an IE schematic--a diagram that depicts UNCW's planning process. It will also be necessary to document that we actually conduct the process as we depict it, and follow a planning schedule, also to be developed. Examples of IE schematics from other universities were presented, along with a discussion draft of an IE schematic for UNCW. Dean Clark suggested that UNCW's diagram should visually depict a student-centered process. Dr. Dillaman suggested contacting Dr. Stuart Borrett of the Department of Biology and Marine Biology who constructs ecological process diagrams in his research, and who has served as a consultant to management organizations wishing to create process diagrams. Drs. McFarland and Spackman were charged with organizing an effort to draft a planning process diagram, with an update expected at the December 1 Planning Council meeting.

The meeting was adjourned at 3:30 pm.
