Chancellor DePaolo called the meeting to order at 2:00 pm.

The minutes of the December 1 meeting were approved as posted on the Web.

Dr. Spackman presented UNCW's institutional effectiveness schematic diagram developed in response to a recommendation emerging from the SACS Compliance Audit. A working group formed following the November 3 Planning Council discussion examined other universities' IE schematics, developed multiple drafts, and ultimately decided to keep it simple. Several additional suggestions from today's Planning Council meeting were incorporated into the final version of the IE schematic, which is now on the Web.

Dr. McFarland summarized progress toward development of an Undergraduate Research Involvement (URI) Index to recognize and track undergraduate student involvement in research and creative schloarlship mentored by UNCW faculty. Positive feedback, and valuable suggestions, have been received from the CSURF Board and from the Faculty Senate Research Committee. A future meeting with the Faculty Senate Academic Standards Committee is scheduled, and an ITSD team is working to implement a Web-based system of recording and verifying such activities. Undergraduate research involvement would be recognized on the student's transcript, and the system could be used to reward faculty for their mentoring activities over time. Concern was voiced that the proposed URI Index records extraccurricular research involvement only, and does not adequately capture research involvement that occurs as part of a regular course. It is desireable to do this in order to demonstrate the claim that at UNCW research is an integral part of effective teaching.

Chancellor DePaolo emphasized the need to operationalize our recently approved mission statement, and to create a vision for the coming decade. UNCW's accomplishments of the past six years were the direct result of bold thinking and setting difficult aspirational (and measureable) goals. The process of developing a bold new strategic plan for the next decade--Vision 2020--was initiated at the Chancellor's Retreat on January 11. Four broad categories (mission, graduate education, powerful learning, and promotional strategy) were identified and guiding questions were proposed for consideration. The Planning Council will draft targets, strategies, needed resources, etc., in each area. Then broad university involvement will help refine the plan, perhaps through open forums. Planning Council members and retreat attendees were asked to volunteer within 48 hours for a committee so that the initial work can be reported at the March 23 Planning Council meeting.
