HR Actions Limited Until Adoption of FY 2025-26 State Budget

This is an update to the June 16, 2025, email “Message from Vice Chancellor Miles Lackey: Updates on State Budget Measures” which provided information on the personnel caps on salary spending and administrative headcount implemented by the UNC System.   

As you may know, a state budget for FY 2025-26 has not yet been adopted.  Until a new budget is in place, the Office of State Budget and Management (OSBM) has issued a temporary pause on certain HR actions regardless of funding source and employee type effective from July 1, 2025, until further notice.  This impacts the existing pause related to the UNC System personnel caps.  

To assist units in navigating these overlapping requirements, we have developed a quick reference chart that addresses the intersection between the OSBM pause and the existing UNC System personnel cap pause. Please note, actions that are paused due to the UNC System personnel cap may still be submitted via PeopleAdmin for review by division-level approvers and the Vice Chancellor for Business Affairs (VCBA). The action should note the critical nature of the request, compliance-related risks and/or potential negative impact(s) if the action is paused. It should also include whether the work can be performed by existing staff in the work unit or temporary employees until the pauses are lifted.
