Establishes policy and guidelines for use of the university marquee on South College Road.
Scope
Applies to all university departments and university activities.
Policy
General Policy
Located at the front of campus (visible from South College Road), the marquee is used to promote university-sponsored campus events and to provide informative and/or instructive communications to internal and external audiences. Banners or other types of temporary signs are not permitted along South College Road between Randall Dr. and Hurst Dr. and will be removed.
Any questions about this policy and the use of the university marquee should be directed to the Office of University Relations.
Scheduled announcements may be pre-empted during an emergency.
Criteria for allowable messages
University offices may request the posting of messages about campus activities and programs that external audiences may attend.
OUR will review and evaluate requests on the basis of whether they provide informative and/or instructive communications to internal and external audiences. OUR reserves the right to edit submitted verbiage and graphics.
Multiple Requests
Multiple requests for use of the marquee during a given period will be accommodated through alternating displays. Current zoning restrictions require that each individual announcement remain up for a minimum of one minute when multiple messages are running.
City of Wilmington Code of Ordinances, Article 12, Chapter 18, Section 18- 579(l):
Electronic changeable copy signs (electronic message boards/panels) that display periodic static messages, symbols, or scenes. Electronic changeable copy signs shall be included in determining the number and area of freestanding and wall signs, depending on the method of attachment. Such signs shall not change or alternate displays (messages, symbols, scenes) more frequently than once every sixty (60) seconds.
Cost to use the university marquee
There is no charge for use of the university marquee.
Procedures
Requests for posting
Requests for postings should be made via the “Need OUR Help?” portal on the Office of University Relations homepage.
The request must include suggested verbiage, preferred date for posting and termination date of posting. OUR has the final authority for what information will be displayed on the marquee and the duration of the run.
Processing of Requests
All postings to the university marquee will be reviewed and processed by OUR. Due to the limited number of characters that can be accommodated by the marquee, submitted information may be modified.
Denial of requests, including the reason for the denial, may be shared with the authorized individual making the request.
