Charshae L. Marshall-Phillips

Charshae L. Marshall-Phillips serves as the Housing Director for the largest federally funded housing program under the U.S. Department of Housing and Urban Development (HUD), providing vital housing assistance to low-income families throughout Onslow and Duplin Counties. Since joining Eastern Carolina Human Services Agency, Inc. in 2008, she has held multiple leadership roles, contributing significantly to the agency’s mission through program administration, compliance oversight, and community collaboration. In addition to her work in housing and community development, Mrs. Phillips is an Adjunct Professor of Marketing in the Cameron School of Business at the University of North Carolina at Wilmington. With more than 20 years of experience in public service, nonprofit operations, and business leadership, she brings practical insight and real-world context to the classroom. Beyond her professional roles, Charshae is deeply engaged in service at the local, state, and federal levels. She partners with community organizations, advises on policy and program development, and advocates for families, veterans, and underserved populations. She is also a proud member of Alpha Kappa Alpha Sorority, Incorporated®, where she currently serves as Chaplain of her chapter. Charshae and her husband are proud owners of ACPE Enterprises, a small business established in 2018. Together, they are the parents of three children. Charshae enjoys traveling, serving in her church, supporting her children’s school and sporting activities, and spending meaningful time with family. She is currently pursuing her Ph.D. in Business Administration with a concentration in Marketing at Kennesaw State University.

Specialization in Teaching
Charshae specializes in teaching Principles of Marketing to undergraduate students, with a focus on creating an engaging, applied, and student-centered learning environment. She emphasizes foundational marketing concepts, including consumer behavior, segmentation, targeting, positioning, branding, value creation, and integrated marketing communications, ensuring that students build a strong conceptual base while connecting marketing concepts and principles to real-world practice.
Research Interests
Charshae’s research centers on sales, personal selling, and frontline relationship management, with a particular focus on the unique challenges faced by Roadwarrior Salespeople.

As a proud member of Alpha Kappa Alpha Sorority, Incorporated®, Charshae actively supports initiatives centered on education, health, economic empowerment, and civic advocacy. Her service extends into her professional commitments as a Certified Community Action Professional (CCAP), a national designation recognizing her leadership and demonstrated capacity to drive meaningful change within underserved communities.
Charshae is an engaged member of several regional and national organizations that advance housing stability and community development. She contributes to the Housing Alliance of Coastal Carolina (HACC) and the South Eastern Regional Section 8 Housing Association (SERSHA), where she collaborates with housing professionals to strengthen programmatic outcomes for families and veterans. Additionally, she works closely with the North Carolina Community Action Association (NCCAA) and the National Community Action Partnership (NCAP), supporting statewide and national strategies that address poverty, workforce development, and economic mobility.
In service to the public, Charshae is a commissioned North Carolina Notary Public, providing an accessible resource for individuals and families who need essential document verification.
Across every role, Charshae’s community engagement reflects her passion for service, her commitment to equity, and her belief in the power of collaboration to uplift and transform lives. Her work continues to reinforce her guiding principle: stronger communities are built through intentional action, compassionate leadership, and collective impact.

Charshae is a Certified Community Action Professional (CCAP), a distinguished credential awarded by the National Community Action Partnership. In 2021, she was also honored with UNCW’s prestigious Norman Kaylor Outstanding MBA Student Award, recognizing her exemplary leadership and academic achievement within the Executive MBA program.
