Updated Covid-19 Special Work/Leave Provisions

The UNC System Office and Office of State Human Resources (OSHR) have developed updated COVID work and leave provisions effective January 13, 2022 through the end of the state of emergency unless revised or rescinded.

An overview of the updates included in the guidance are outlined in the table below:

Remote Work Under Covid-19
and Flexible Work Arrangements
  • Remote work under the communicable disease policy ends June 30, 2022 
    Managers may continue temporary work arrangements, including teleworking.

Interchangeability of Leave
  • By statute, extended through December 31, 2021.
Updated: This provision has ended.
Employee Vaccinations
  • Paid work time for permanent and temporary employees continue for vaccinations occurring within regular work hours and with supervisory permission through end of public health emergency (up to 8 hours in one day for each shot if more than one is required).
  • Paid work time for permanent and temporary employees is also provided for a 2nd dose and/or booster shot(s) of the vaccine, if required, also not to exceed eight hours in a single day.
Updated: This provision has been updated to include 2nd dose vaccine and boosters.
Vaccination Adverse Reaction
  • Covid-19 paid administrative leave continues to be provided through end of public health emergency for adverse reactions to Covid-19 vaccines and boosters.

Other Covid-19 Paid Administrative Leave
  • Continues through end of public health emergency, 80 hours of paid administrative leave, cumulative for all reasons is available from March 2020 through end of public health emergency.
  • Starting July 1, this paid leave was limited for vaccine adverse reactions and required quarantine orders.
  • COVID-19 Paid Administrative Leave is available for employees who are subject to orders or under advisement from a public health official or health care provider either to QUARANTINE OR ISOLATE effective January 13, 2022.
This provision has been updated and now include quarantine AND isolation orders and use of COVID PAL.
COVID-19 Related School Service
  • State employees are eligible to use community service leavefor time spent training to be a substitute teacher, a substitute teacher’s assistant, or other substitute staff at a school orschool district, and state employees are eligible to use community service leave for activity in the schools (with theexclusion of any time spent in religious activities), regardless ofwhether they receive pay for the activity and is effective January 12, 2022 and extending through February 15, 2022.

Added Volunteer Time

  • Ends June 30
  • Any unused portion of the additional 80 hours is forfeited (these hours are not included as part of the employee’s normal 24/36 hour annualallotment).

Mentoring Flexibility

  • Continues during the state of emergency and when a school mandates or offers virtual classes 

 

Temporary Employee Appointment Extensions

  • Temporary appointments that have exceeded 11 months must end within 30 calendar days of the end of the state of emergency
