This past month has been, for the most part, routine as we continue to respond to and address issues in Southeast Wilmington. Again, property crimes and neighborhood traffic concerns required the most attention from patrol officers and their supervisors as well as dictating our plans of operation. There are a few scattered robberies reported throughout our area as well as assaults. Violent crime tends to be low and thefts are more elevated. The most significant increase seems to be residential break-ins in District 6. Last March we showed about one break in a night and this year we are showing two break-ins per night. Those of you with interest in those areas, (Masonboro Lp., Greenville Lp, Pine Valley, Merestone, Carriage Hills etc.) please keep a check on each other and report any suspicious activity to us. We are also beginning to see a slight increase of thefts in apartment complexes in District 5 that are occupied primarily by college students. As I have said before, “Lock it up!”

Changes on the Horizon
When I first introduced myself to you and Geographic Based Policing, I spoke about our plans to have a lieutenant over one district and plans for a Southeast Command headquarters. We are currently beginning the process to make those changes. Currently, I and other lieutenants are responsible for two districts. The department will begin promotional processes next week for the ranks of Captain, Lieutenant and Sergeant. Also, we are moving ahead with finalizing the deal for the building at South College and Shipyard to house our Southeast Command Headquarters. When we complete these steps, the end result will be a Captain in charge of Southeast Wilmington (Dist 5/6) and a Captain commanding Districts 1 through 4. There will be one lieutenant assigned to one district. This will allow us to concentrate and plan more thoroughly our police response for our assigned area. This process will not take place overnight. I would estimate that we are at least 60 days away from this change. When the change does take affect, I will surely notify all of you.
Landlord / Tenant Training
On March 19, 2008, I was invited by UNCW to participate in a landlord/property owner/tenant training session with several other guests. Among those were real estate professionals, city and county employees, and property managers. The university filmed the session which included an informational speech by the guests followed by a question and answer segment. This training event will be mass produced on DVD and sent to those parties involved in real estate, particularly the areas around the college. This training tool was derived from the work of the UNCW Community Relations Task Force. It is our hope that all of the citizens involved with rental property around the college will become more educated on factors that affect quality of life issues for those concerned.
