Dear Faculty and Staff,

Governor Beverly Perdue signed an executive order today authorizing furloughs of all state employees.  This action includes all university personnel.  The Governor’s action aims to ensure that the state of North Carolina will have a balanced budget on June 30, 2009.  While details of this executive order are still sketchy, I want to provide you with the information we have received so far.

All teachers’ and state employees’ compensation will be reduced by an annualized amount equivalent to 0.5% over the remainder of the fiscal year.  Full time employees will be credited with 10 hours flexible time off.   Non-full time employees will receive a pro-rated portion of flexible time off.  We do not yet have details on which pay period (May or June) this reduction will take place.

Employees may use their flexible time off beginning June 1, 2009.  All flexible time off must be taken by December 31, 2009.

The flexible furlough program applies to all full time, part time, temporary and contractual employees funded from the general fund, highway fund, federal funds, special funds, trust funds or other receipts that flow through the state.  Split-funded salaries or contracts shall be reduced by the same proportion as the base salary.

We expect to receive a formal policy and more guidance from the State Personnel Commission and the Office of State Personnel in the near future.

I realize this is not good news.  Every employee at this university works extremely hard and expects to be compensated accordingly.  We know, however, that these are difficult financial times and the Governor deemed it necessary to take this action to help her balance the state budget.

As we learn more, I will, of course, provide you with additional information.  Thank you for all you do for UNCW.  Together, we will continue to manage through these challenging times.
